Notes on construction:

Basically this is made from 2 large rectangles finished 42 x 27 = to 1.25 yards of fabric at least 55” wide. My hips are 37” and this dress is very big and roomy, maybe you can work with a little less or more. Adjust accordingly. If you need to make wider consider adding a narrow panel to the side seams maybe in a contrasting fabric, maybe you have a scrap of something special, or you can stitch small squares of scraps together to make the panel.

The chest piece finished is 9" x 8.5” again another opportunity for a scrap of something embellished or special and unique. Also, you can play with patterns and stripes. This example uses 1 1/8” wide ribbon, you can make your own straps too. For ribbon for straps and around the frontispiece estimate about 46.5 finished or 50" to include seam allowance and any adjustments.
